Start with a grayscale image.
Filter Add Noise: Gaussian, 10.
Image>Map>Threshold (cmd-T): 233.

Image>Map>Invert (cmd-I)

Filter>Stylize>Wind : Wind, Left.

Wind three more times (cmd-F) x 3.
(STARBURST BONUS!)

Filter>Distort>Ripple: 25, Large.
Edit>Select All (cmd-A), Edit> Copy (cmd-C)

Filter>Other>Offset: Horz. 0, Vert. 40, Wrap Around

Edit>Paste (cmd-V)
In the Layers Palette, set blend mode to Screen
and Deselect Selection (cmd-D)


Image>Rotate>90° CCW.


Mode>Index Color. Mode>Color Table. Click and hold on the first color in the table. Drag to the last column, sixth row and release. Pick black for the first color. Pick a bright green for the second color. Click and hold on the bright green (sixth row, last column). Drag to the last column, 12th row and release the mouse. The first color will be your green, click OK. For the second color, pick yellow. Click and hold on the yellow swatch (last column, 12th row). Drag to the last color and release. Click OK (yellow is right). For the second color, pick white. You have just created a custom color table. It would be a good i dea to save it now. Click the OK button to apply the table.
