Starting with a Grayscale image, white background, black foreground,
add some heavy type (in this example, Washout typeface at 80 points.)
Cut (Cmd-X) the type, then Paste (Cmd-V) it back.
Holding the shift key (this constrains its movement),
click and hold on the type and slide it down a bit.
Drop the floating selection by pressing (cmd-D).

Next, apply Filter>Pixellate>Crystalize using a value of 6.

1. Invert image (Cmd-I) and rotate counter-clockwise 90°.
2. Apply Filter>Stylize>Wind using Wind and to the Left.
3. Then Filter>Distort>Ripple with a value of 42 using large ripples.
1. 2. 3.

Rotate 90° Clockwise and reapply the Ripple (Cmd-F).

For the final colors, change the mode to Index Colors.
And set the Color Table to Black Body. HOT!
