Create a new image and add a layer of type.

Layer>Duplicate Layer:<return>

Fill the layer with the background color using the Multiply blend mode. Edit>Fill: Use:White, Mode: Mulitply.

 

Filter>Blur>Gaussian Blur: Radius 2

 

Filter>Stylize>Solarize

Image>Adjust>Auto Levels
(<cmd/shift-L> or <ctrl/shift-L>)

Layer>Duplicate Layer:<return>

Filter>Distort>Polar Coordinates: polar to rect.

 

Image>Rotate Canvas>90° CW

Image>Adjust>Invert (<cmd-I> or <ctrl-I>)

 

Filter>Stylize>Wind: wind, left

Filter again (<cmd-F> or <ctrl-F>)

Filter again (<cmd-F> or <ctrl-F>)

Image>Adjust>Auto Levels
(<cmd/shift-L> or <ctrl/shift-L>)

Image>Adjust>Invert (<cmd-I> or <ctrl-I>)

Filter again (<cmd-F> or <ctrl-F>)

Filter again (<cmd-F> or <ctrl-F>)

Filter again (<cmd-F> or <ctrl-F>)

Image>Rotate Canvas>90° CCW

Filter>Distort>Polar Coordinates: rect. to polar

Image>Mode>RGB color mode
(in case you started in grayscale)

Image>Adjust>Hue/Saturation: check Colorize
Hue: 45, Sat.: 100, Lightness: 0
(<cmd-U> or <ctrl-U> )

Move "Layer 1 copy" up one layer

Click and hold on the layer in the Layers Pallette and drag it to just above "Layers 1 copy 2" and release the mouse button.

Set "Layer 1 copy" blend mode to Overlay and
Opacity to 75.
